Use of the EmitterList, like the SatelliteList, is optional. If it is not populated, the process will attempt to include all available Emitter objects in its run. If only selected Emitter objects are added to the EmitterList, only those objects will be used in measurement generation and processing. Further, for Emitter objects excluded from a run, the emitter's parent facility may also be excluded from the state if:
- the facility has no other children except emitters,
- none of the facility's emitters are included in the run, and
- the facility has an empty measurement statistics list.
