Network Throughput at Closest Times

Reports the Chains overall network throughput data rate using an input time interval and a time step. The network throughput data is computed at sampled times and cannot be interpolated. If a requested time does not fall exactly on one of the computed sample times, the network data rate value returned is at the time sample closest to and less than the requested time.
