LaunchVehicle: LaunchBlackout
Launch window blackout time intervals
determined by the close approach tool. Only valid if the launch
window capability has been used. During a launch window blackout
interval, the vehicle will have a close approach with some
secondary vehicle if it were to be launched during that
interval.
