Defines application wide initialization and termination.

Initialize	Initialized the framework and allows for real-time compoenents to be used. Initialize must be called before any other real-time component are used.
Terminate	Terminates all real-time compoenents and unitializes the framework. Terminate must be called at the end of your application.
