Calculates if the absolute value of the change in the cost function between iterations is smaller than the Tolerance.

Parameters

currentCostFunctionValue
Type: SystemDouble
The cost function value at the current iteration.
previousCostFunctionValue
Type: SystemDouble
The cost function value at the previous iteration.

Return Value

Type: Boolean
if the cost function change is within the tolerance and if the cost function change is outside the tolerance.
