ExtremeValueOfSegmentConstraint Constructor

Initializes a new instance.

Before GetEvaluator(EvaluatorGroup) can be called, Scalar, Segment, and DesiredValue must be configured, and Settings must be configured with a valid Tolerance. Scaling defaults to NoScalingOnConstraint.
