HorizontalBehaviorValidateProperties Method

Validates that required properties and parameters are configured correctly in order to get an evaluator for this instance. Derived classes should call this method when implementing GetEvaluator(EvaluatorGroup, IServiceProvider), as well as validate their own properties.
