Returns the name of the local time zone

Description
Returns the name of the local time zone. On Windows, this usually is Microsoft's name for the time zone (which is close to the name shown on the UI when selecting the machine time zone). See Valid Windows names Right-click the link and open it in a new window.
If you are not using a Windows time zone (e.g. EST/EDT/MST/MDT/PST/GMT/ZULU in SetLocalTimeZoneName or running on Linux), then the name looks like UTC+XX.XX, where XX.XX is the local offset between the local time and UTC in hours (e.g. UTC-5.00).
