GetRenderer	Get the renderer associated with the specified 3d scene.
IsLicenseAvailable	Checks that the required Esri & AGI licenses are available.

Entry point to access the renderer associated with a 3D scene. First instantiate a new renderer factory, then use the GetRenderer method to access the renderer for the specified scene.

Also provides ability to check if the licenses required to enable the GIS capabilities are available.

You must instantiate this object in the User Interface single threaded apartment.
