ScalarOccultationCylindrical Constructor

Creates a new Scalar with a VectorType of CorrectForLightTimeDelayAndAberration. IlluminatingBody and TargetPoint must be set before an Evaluator is created, and generally at least one body should be added to OccludingBodies.
