Gets an evaluator to evaluate the precession at given dates.

The result of evaluating will be a Motion<Precession> which represents the precession angles and may also provide their derivatives. To check whether a particular PrecessionModel provides precession rates, see the Order property on the result returned from the evaluator.

Gets an evaluator to compute the Precession for a specified JulianDate.

The result of evaluating will be a Motion<Precession> which represents the precession angles at the given JulianDate. This does not provide any derivatives.
