ascending order, so constraints with a lower evaluation order are evaluated earlier than constraints with
a higher evaluation order.

This constraint requires that both ends of the ConstrainedLink provide ILocationPointService.
This constraint observes the displacement vector between the two objects in an AxesNorthEastDown axes constructed from the location of the ConstrainedLinkEnd. The height above the horizon is the negative Z component of the vector.
