QuantizedMeshTerrainProviderValidateTileCoordinates Method

Determines whether the given tile coordinates are valid, that is, whether the coordinates define a tile that could possibly exist, and throws an ArgumentOutOfRangeException if one of the coordinates is invalid. This method does not determine whether the tile actually exists.
