The created platform will have the following properties configured:

LocationPoint (get / set)	A PointCartographic located at the entry's Longitude (get / set), Latitude (get / set), with zero height, defined on the CentralBody matching the entry's CentralBodyName (get / set).
OrientationAxes (get / set)	AxesEastNorthUp

Parameters:

entry - The entry that contains the information for the city to be created.

Returns:

A fully configured platform.

Throws:

IllegalStateException - Thrown when the entry's CentralBodyName (get / set) does not exist in CentralBodiesFacet.
